A barrier bouy is high and dry on mud flats on the upstream side of the Rapidan Dam on the Blue Earth River. Generators at the facility have been shut down because the river flow has fallen to 19 cubic feet per second, rivialing the record low flow of 18 cubic feet per second that dates back to 1958.
